Papers Please

Is it only in the Region of Niagara or is it a universal malady where the powers that be actually asks tourists to stay away, just send your money.

Surely the Niagara Politicians wouldn't unilaterally deny any Citizen access to Niagara Beaches unless they could prove they were a Citizen of Niagara, as in 'Papers Please'!

Are Niagara Politicians really saying to tourist Citizens that do not have their own municipal beach that they are not welcome?

Perhaps, the Niagara Politicians are just looking out for the health of non-Niagara Citizens on the basis that Niagara Citizens are immune to the water pollutants of Niagara Beaches.
