A fully funded empire apparently no longer giving full value!

Why was I sitting there? The only spectator in the in the public gallery of the February23, 2023 Niagara Regional Police Service Board witnessing a Service Board Member repeatedly attempting to get a straight answer from the Police Chief while other Board Members sat in feckless silence waiting their opportunity to spend other people’s money!

Perhaps, with a properly functioning Police Service Board, this article would not be necessary. MORE

Suddenly I was accosted by an individual wanting to know my name as if attending a public meeting negates anonymity! She said she recognized my name as a reporter. When she tried to leave, I explained the reason I was there was because I was trying to report a crime and that as a matter of fact my constant attempts at reporting a Crime, a very serious crime, a crime that strikes at the very heart of our society and that my ‘See something – Say Something’ was being ignored! With that, she claimed that she would bring my concern to the police chief.
As of the posting of this story we have received nothing of the promised notification from the Chief of the NRPS!
If you are reading this March 16, 2023 report it is because News Alert Niagara has been unable to get a response from the NRP regarding our attempt to 'See something-Say something' about Crime and Corruption!
.

Listening to the drone of the police chief desperately attempting to avoid the service board member's questions, I thought of the first time I attended the NRPS Board meeting.
At that time, June 2014, I made a presentation to the police board regarding the attempted murder of Photographer Micheal Farkas at the hands of a criminal minded police officer. https://newsalertniagara.blogspot.com/2014/06/charges-dropped-photographer-sues-police.html
.

Up until recently I had always thought of police actions as incidents, not as a systemic problem.
.
Suspicion started to set in when I asked for the police report regarding the illegal theft of my equipment by the Niagara Regional Government! Why would our NRP withhold my police report? Surely it wasn’t just to protect bureaucracy from a charge of criminal mischief, defending the hand that feeds them. Could that be what they mean by ‘To Protect and Serve’? https://newsalertniagara.blogspot.com/2022/12/criminal-mischief-under-color-of-law.html

Not this time! This time it was a question of ‘Serve and Protect’ - WHO?

This time it was the direct conduct of the NRP that brought me to the NRPS Board looking for answers as to why ‘See Something – Say Something’ was so clearly being avoided in favour of Bureaucrats; Bureaucrats that possibly have the power of the purse; The power to finance or not to finance the rapidly expanding NRPS Empire; a fully funded empire apparently no longer giving full value!

The sentiment espoused here is the result of failed attempts of ‘See Something -Say Something’ regarding criminal activity perpetrated by those we have elected and/or hired.

The ‘See Something’ that we reported over a period of several months, was the specter of interfering and intercepting emails sent from Citizens to the elected officials!

Recipients of emails can ignore the message, read the message, delete without reading or if the recipient is physic and/or knows it all, can block the sender!

However, emails between Citizens and their elected officials is a matter of concern ONLY to those involved! Anyone who uses their authority to interfere with emails to elected officials also has the temerity to interfere with anyone’s email and that is why there is a severe monetary penalty including a prison term of up to 5  years!

Our written report to the NRPS

I am writing requesting am explanation to a bewildering set of contradictions.

The phrase 'See Something Say Something' apparently does not apply if the thing one sees is unlawful activity perpetrated by civil authority!

I did say something when I saw what I considered unlawful activity being perpetrated by civil authorities!

I Complained about obstruction of justice under the Criminal code 'The offence of obstructing justice requires a wilful attempt by an accused, in any manner, to obstruct, pervert or defeat the course of justice. The sentence is imprisonment for a term not exceeding ten years if proceeded with by Indictment.'

  1. My questions are, "What will it take to get your tape recorder back?" Why are the police hanging on to it all these years? Who are they protecting? This is an obstruction of justice. Write the Canadian Civil Liberties Association and let them know what you've been experiencing for years without receiving a proper response from the NRP Police Chief.

OPP reveals how it is enforcing Ontario's stay-at-home order

    Published Friday, January 15, 2021 4:14PM EST

TORONTO -- The Ontario Provincial Police (OPP) has articulated how they are enforcing the provincial government's stay-at-home order a day after the new rules went into effect.

In a news release, the OPP asked residents to “voluntarily comply” with the enhanced public health measures aimed at curbing the spread of COVID-19 in the province while explaining how officers will carry out the orders.

Primarily, the OPP says officers will focus on non-compliance in businesses and restaurants, complaints from the public and outdoor gatherings of more than five people.

Operating under the province’s Emergency Management and Civil Protection Act (EMPCA) and the Reopening Ontario Act (ROA), the OPP says officers can disperse and ticket individuals found to be in contravention with the acts.

“Fines are $750 for failing to comply with an order and/or $1,000 for preventing others (including individuals, employees or other workers) from following an order,” the news release reads.

“Maximum fines for individuals are up $100,000 and $10 million for a corporation. Failure to follow the rules can result in prosecution or jail time.”

Those fines aren’t new, but the powers of those who distribute them are.

Earlier this week, when the order was first announced, Premier Doug Ford said that all enforcement and provincial offences officers, including the OPP, local police forces, BYLAW OFFICERS, and provincial workplace inspectors, would now have the authority to issue to tickets as they see fit.

Confusion followed the release of those measures, with many wondering if the order meant police could now randomly stop residents who they felt were breaking the rules.

However, a spokesperson for Solicitor General Sylvia Jones later confirmed to CTV News Toronto that the order does not give police the power to enter homes or stop vehicles solely to check if the measure is being followed.

Following the province’s lead, police in Toronto and Peel Region said yesterday that their goal would be to enforce the order based on complaints while advising residents to remain at home.

he OPP doubled down on that messaging, underscoring that “officers will not arbitrarily stop an individual or a vehicle or enter a dwelling for the singular purpose of checking compliance with the order.”

“Individuals are not expected to provide proof of essential work. Officers can ask an individual to identify themselves if they have reasonable grounds to believe the individual is violating an act,” the OPP said.

BREAKING | ONTARIO GOING BACK TO COLOUR-CODED SYSTEM, BUT STAY-AT-HOME ORDER CONTINUES IN HAMILTON
The stay-at-home order will remain in effect as regions gradually transition back to the government's colour-coded restrictions system over the next three weeks.

The stay-at-home order in Ontario officially begins on January 14 and will remain in effect for a period of 28 days. While there's been plenty of confusion over what it all means, the Ontario Government has finally released the regulations that break down the rules around when you're allowed to leave your home.

TORONTO — In consultation with the Chief Medical Officer of Health, the government is moving to a regional approach and maintaining the shutdown in the majority of the public health regions in Ontario, including the Stay-at-Home order and all existing public health and workplace safety measures. When it is safe to do so, the province will gradually transition each region from the shutdown measures to a revised and strengthened COVID-19 Response Framework: Keeping Ontario Safe and Open (the "Framework").
