To Serve and Protect-WHO?

Long before the invention of the Covid-19 pandemic, 'News Alert Niagara' published an embarrassing article regarding an un-canadian government turning on its Citizenry.

Even with the failure of our marvelous corporate Media or applied censorship and dirty tricks, the dissemination of news and information emanating from squalid government abuse of power will leak out.

Click this  LINK to view our first of several disturbing and disgusting stories clearly illustrating evidence of abuse of power causing the corruption of our judiciary and distrust in our police services. Trust Defenestrated!

Little did we know at the time that the story of demolishing someone's home because of a messy backyard first brought to us by Citizen Stefanos Karatopis would escalate into horrendous stories of decades long municipal persecution of the innocent Favero family in an effort to confiscate their property or the total destruction of Mr. Ray Desmarais as retaliation for Mr. Desmarais' attempt to stand up for the Favero Family at the Forte Erie Council.

UNLIKE the highly visible trash and debris stored for possible 'future use' over the massive Fort Erie work yard, the items claimed as superfluous  and unsightly on the property of the municipality's VICTIMS, where discreetly tucked away from view for possible 'future use' clearly indicating political and criminal persecution.

The dark comedic effect was not lost on those present witnessing Fort Erie Authorities, dressed to resemble police, racing around the victim's property repeatedly yelling "take everything", some of the targeted items were new with values ranging into the $Thousands.

But wait, it gets worse! This sad tale took place in February 2021 during the height of the so-called Covid-19 pandemic. Authorities of the Fort Erie Municipality acted in this cavalier manor protected, aided and abetted by trespassing Niagara Regional Police (Fort Erie Detachment) as openly accused by witnesses present.

It gets worse still! During this time frame, The Fort Erie Authorities sent an unidentified work crew compete with heavy construction equipment and their trespassing police to 'Serve and Protect', while stealing and destroying Mr. Ray Desmarais' valuable and expensive private property.

In the case regarding persecution of the Favero Family the outrageous ruling of the Judge has sparked an expensive lawsuit, which could seriously affect the Fort Erie Taxpayers. (905) 984-3690

Contributor Note:                                                                          Dan's lawyer Heather from Clayton Ruby Law Firm contacted him this week regarding his loss in front of the Appeal Court.  She informed him that she has been inundated with peers and colleagues' expressing their upset regarding the decision the Appeal Courts made on Dan's behalf.  They applauded her efforts for her excellent presentation and highly recommended that she take the case to the Supreme Court of Canada.  Her colleagues feel that Dan has not had the opportunity to be heard as is his right.  As you know Dan won his case in court two years ago.  The judge in his decision stated that the 4 witnesses who testified on Dan's behalf  were very credible in establishing that Dan had the storage business years before the Township bylaw was created, to ban metal shipping containers on private properties.  The Township of Fort Erie appealed and won.  The Judge's Decision stated he can keep the metal containers but can't put anything in them.  The Decision cuts off his revenue stream.  Dan wanted to exercise his right to appeal the Township's win. This was denied him on Friday, July 2, 2021 in a virtual hearing at 2:30 p.m. in the afternoon.  Dan's fight to stay in business for the last 10 years has totalled close to $400,000 in legal fees and counting.

Similarly, Mr. Desmarais has filed a $400K lawsuit stating his regret that the perpetrators would go scot free while the Taxpayers face the potential financial burden of the perpetrator's actions.

Now five weeks later we have not heard from the NRP even with the alert from The Office of the Independent Police Review Director (OIPRD).

As a community minded service 'News Alert Niagara' sent our stories to The Office of the Independent Police Review Director (OIPRD).

Below is the OIPRD response.

If the OIPRD had bothered to take a cursory look at the case they would have learned that the police had time to collude with the Fort Erie Authorities to 'Serve and Protect' the Municipalities disgusting efforts, while at the same time giving no time to 'Serve and Protect' their Citizen victim or even accepting a registered letter of complaint of theft from their abused victim.

The NRP has proven that they can carry on with anything they wish to carry on with during the Covid-19 Pandemic, but use the pandemic as an excuse to refuse service as they please!

June 30, 2021 Via Email: phaskell38@gmail.com Mr. Preston Haskell 1552 St. Paul Street St Catharines, ON L2R 6P7

Dear Mr. Haskell: Public Complaint: Niagara Regional Police Service Re: OIPRD Complaint Number: E-202106111140309380 The Office of the Independent Police Review Director (OIPRD) reviewed your complaint and determined it to be a conduct matter involving unidentified members with the Niagara Regional Police Service between January 1, 2021 and March 3, 2021. In your complaint, you state that all the information is in the link to your story of abuse. You allege that the police witnessed an assault and took no action. You further allege that the police have been unresponsive, including to a complaint of property theft of over $10,000. A review of your complaint determined that the information provided regarding details and specific incident dates relating to police misconduct was unclear. As such, an email was sent to you on June 21, 2021 requesting that you provide clarifying information. On June 24, 2021 our office received an email from you stating that you provided vital information to the OIPRD regarding misconduct. Further that it was our job and mandate to investigate police wrongdoing. Section 60(4) of the Police Services Act (PSA) permits the Independent Police Review Director not to deal with a complaint if, in his opinion, having regard to all of the circumstances, the complaint is frivolous, meaning that on its face it objectively lacks substance. In determining whether your complaint should proceed to an investigation, the Director considered all of the information you provided, including the contents of your complaint, blog, and video, as well as the substance of the allegations you made. An objective assessment of the allegations you raised suggests that they lack in substance. In your complaint, you made vague allegations of police misconduct without providing any specific details related to police misconduct or your interaction with the police. Further, the content of the blog, and video, you provided links to do not appear to disclose any information related to your interaction with the police. Moreover, your complaint outlined an incident date 2 www.oiprd.on.ca range of January 1, 2021 and March 3, 2021 without providing any specific incident dates related to alleged police misconduct or your interaction with the police. Further, the additional information you submitted did not provide any clarifying information or details related to alleged police misconduct or your interaction with the police. Given the above, specific details and incident dates regarding alleged police misconduct, as well as your interaction with the police, remain vague. As a result, the contents of your complaint do not disclose any interaction between yourself and any officer, or any conduct involving a police officer, that would warrant an investigation. In light of the above, the Director has determined that your complaint is frivolous, and will not be referred for investigation. Accordingly, our file is now closed. The PSA, our governing legislation, does not provide for an appeal from the classification and screening of complaints conducted by the OIPRD. The only means of appeal for this decision is a judicial review in the Superior Court of Justice. Information about the judicial review process is attached for your information. A copy of your complaint as well as our decision not to proceed has been forwarded to the Chief of the Niagara Regional Police Service for his record. To find out more about OIPRD and the PSA, please visit our website at www.oiprd.on.ca. Sincerely, On behalf of the Independent Police Review Director Case Management Department OIPRDComplaints@ontario.ca Local: 416-246-7071 Toll-free: 1-877-411-4773
